A plan to cap the Selic could rewrite Brazil’s risk premium
André Lara Resende proposes cutting the Selic from 13.75% to about 7.5% within 12 months, then constraining it near 3%–5.5%. For foreign investors, the institutional signal may matter as much as the lower rate.
Source-based facts
The proposal would create a National Fiscal and Monetary Council to set joint fiscal, inflation and interest-rate targets for four to five years. The Central Bank could leave the prescribed range only with that council’s authorization, while international reserves would be used to soften a sharp real depreciation. Resende argues that interest expense—not primary spending—is driving debt. BCB data support the scale of the burden: twelve-month nominal interest reached 8.99% of GDP and gross debt 82.9% in September.
Observer analysis
Investor danger: a politically constrained policy rate can weaken confidence that inflation will be addressed independently. If the mandated rate falls faster than inflation expectations and fiscal risk, capital may leave, the real may depreciate and long-term market yields may rise even while the official Selic falls. Dollar-based investors could then face currency losses, lower equity multiples and mark-to-market losses on longer bonds. Selling reserves may smooth volatility, but repeatedly defending the currency would consume a finite national buffer and transfer the adjustment elsewhere.
What could reduce the risk
This is not government policy. Finance Minister Dario Durigan says no rate cap is on Lula’s agenda and no meeting with Resende is scheduled. Still, support from influential PT figures makes the debate investable information rather than an academic curiosity. Resende’s diagnosis also deserves scrutiny: persistently high rates increase debt service, and a credible, sustainable easing cycle could improve debt dynamics and growth. The decisive risk is not lower rates themselves; it is replacing an independent inflation response with a politically fixed path before fiscal and inflation expectations are anchored.
