A Selic pause is damage control, not proof of a healthy Brazilian economy

Most institutions expect Copom to stop cutting at 13.75%. For foreign investors, the pause is a defensive barrier against a weaker real, worsening inflation expectations and renewed fiscal uncertainty—not a clean bill of health.

Source-based facts

UOL reports that 72 of 105 institutions in a Valor Econômico survey expect the Selic to remain at 13.75%; a Reuters poll found 33 of 48 economists expecting the same. B3 options on 3 November implied a 72.5% probability of a hold. The latest Focus figures moved in the wrong combination: the 2026 inflation forecast rose to 5.22%, the GDP-growth forecast fell to 1.76%, the year-end dollar forecast rose to R$5.34 and the expected year-end Selic rose to 13.50%. Copom has not yet announced its decision.

Observer analysis

Foreign-investor risk: a pause can protect monetary credibility by avoiding an additional rate shock while the currency and inflation expectations are under pressure. If Copom cuts prematurely, the real could weaken further, imported inflation could rise and long-term yields could climb even as the overnight rate falls. That combination can produce foreign-exchange losses, mark-to-market losses on long fixed-rate bonds, higher hedging and refinancing costs and lower equity valuations. Public pressure from Lula’s government and PT allies for continued easing does not determine the independent Copom decision, but it increases the policy-credibility risk investors must price.

What could reduce the risk

Holding the Selic also has costs: it can deepen the slowdown and hurt leveraged companies, households and credit-sensitive sectors. A quarter-point cut remains possible, and external factors such as oil and US rates also matter. The risk signal is therefore the policy mix—not the rate alone. Credible fiscal restraint, anchored inflation expectations and consistent respect for Central Bank autonomy would create safer room for future cuts. Until those conditions improve, a pause is protection against further deterioration, not evidence that the economy is healthy.
